Preheating before welding is done to

1. Make the steel softer
2. Burn away oil, grease etc. from the plate surfaces
3. Prevent cold cracks
4. Prevent plate distortion

Due to decreased Thermal conductivity, at higher temperature less heat transportation so less thermal stresses leads to less distortion.
