    All the employees are notified that the organization will provide transport facilities at half the cost from the nearby railway station to the office except for those who have been provided with traveling allowance.

    II. Those who are provided with traveling allowance will not read such notice.

I is implicit as any notification is given with the assumption that targeted people will respond according to the want of such the notification. II is not implicit as notification has been given for all employees and hence all are expected to read it.
