Assumption I is invalid because it has no connection with the given statement. The statement clearly says about meeting of government body and not about any other meeting. Assumption II is valid as only those bodies that are functional hold meetings. So if it is announced that next meeting will be held after one year, the announcers must be assuming that the institute will remain functional after one year.
